Barack Obama campaigned strongly on the ethics rules that he was going to demand in his White House and an executive order establishing those rules was one of his first signature acts as president. However he's now finding, as the New York Times writes, that it is a lot easier to campaign about ethical changes than to actually carry them out in real life. But banning all lobbyists from his administration turned out to be harder in reality.
In the campaign, Mr. Obama assailed Washington’s “entire culture” in which “our leaders have thrown open the doors of Congress and the White House to an army of Washington lobbyists who have turned our government into a game only they can afford to play.” He vowed to “close the revolving door” and “clean up both ends of Pennsylvania Avenue” with “the most sweeping ethics reform in history.”What this really means is that the Obama administration finds that some lobbyists are better than others. Having the blanket condemnation against all lobbyists was short-sighted. Lobbyists are actually helping interests fulfill their First Amendment rights to petition the government. They often know more about their particular issue than almost anyone else because information is their stock in trade. Ban corrupt lobbyists, but don't assume that any lobbyist is corrupt.
The language, however, was always more sweeping than the specifics. He spoke of refusing campaign money from lobbyists but took it from the people who hired them. The ethics plan he outlined, and eventually imposed on his administration, did not ban all lobbyists outright but set conditions for their employment and did not cover many who were lobbyists in everything but name.
Mr. Daschle, for instance, is not a registered lobbyist, but he made a handsome living advising clients seeking influence with the government, including some in the health industry. Mr. Obama also gave himself the right to grant waivers in cases he deemed exceptional, most prominently to William J. Lynn III, an ex-Raytheon lobbyist he nominated as deputy defense secretary. Others were lobbyists more than two years ago, and therefore not covered by the Obama rules.
Some who worked as lobbyists have found places in the administration, including Mark Patterson, who represented Goldman Sachs and is now chief of staff to Treasury Secretary Timothy F. Geithner. William V. Corr, who lobbied for the Campaign for Tobacco-Free Kids, has been selected as deputy health and human services secretary.
Obama advisers said that the exceptions were minimal given the thousands to be hired and that appointees would be barred from work on issues they lobbied on in the last two years. The exceptions, they said, were needed for particular skills and experience.
And don't tell us that all lobbyists are too corrupt to work in your administration and then tell us that it's okay to grant waivers for particular experts that you want to have work for you. This is what happens when you have these broad, unnuanced condemnations of a whole group of people.
It was never practical to say that you weren't going to hire any lobbyist. But it wouldn't have made such an appealing campaign process to proclaim that you were going to limit your hiring of lobbyists to those people you really wanted to work for you.
There is more to ethical reform than demagoguing against the entire class of lobbyists while waiving through exceptions. Sure it made a nice campaign promise and photo op but the fact is that in order to stock any administration with experienced people in these policy areas, you're going to end up with people who have done some lobbying in their past. They're not evil or unethical unless there is something in their individual records that indicates they were. Base your choices on those individual records rather than on broad accusations.

The most ethical Administration... Just more BS from the Anointed One. At least three Cabinet Level appointees that haven't payed their taxes. Our soon to be Health and Human Services Secretary with $520,000 of lobbying money to keep his mind clear. Wasn't that not to be allowed also? Oh, and Hillary! $250 million complements of he disgraced ex-president hubby taking bag money from our Muslim enemies. Isn't that community property. Maybe there was a prenup.
The Emperor has no close! Obama is everything he says he hates. The only change that is coming is what's going to be left of your pay check.
Now let's get behind that stimulus bill. How else is he going to save us if he doesn't feather the nest of every democrat in Congress
President Obama would be well served to find a way to get Pelosi and Reed out. These two could sink the Titanic all over again.
We have all watched false promises over time. The American people are so trusting. To a fault.
When it looks to be good to be true, it usually is.
PRESDIENT OBAMA, I VOTED for you because YOU said that you would be DIFFERENT from the other old politicians. President OBAMA you said that you would NOT have LOBBYIST and have no CHEATING and stop the GREED and CHEATING in BUSINESS and in GOVERNMENT. But President you have ALREADY seem to be playing politics like ALL the other Presidents that came before you.
“This is a big problem for Obama, especially because it was such a major, major promise,” said Melanie Sloan, executive director of Citizens for Responsibility and Ethics in Washington. “He harped on it, time after time, and he created a sense of expectation around the country. This is exactly why people are skeptical of politicians, because change we can believe in is not the same thing as business as usual.”
Where are the breaks for the little man the working class back bone of this country. These hypocrites have the nerve to talk about tax breaks and look who they are giving them too Sen. Barbara Mikulski proposed the tax break, which would go to individuals earning up to $125,000 and couples with incomes of as much as $250,000. Mikulski is a Democrat from Maryland If you make that kind of money every year why would you need tax breaks on a $50,000 automobile. And jut now I watched a piece about how Bank of America spent millions on a Super Bowl Bash
Not Duped is obviously still steamed that Obama won the election. GET OVER IT! He hasn't been in office 30 days, yet you're complaining? Where were you and your comments over the last eight years when Bush was running amok and running this country into the ground?
In just a few short weeks, President Obama has done more to unite the country and provide level playing fields and pay structures then Bush ever did. The Emperor does indeed have clothes. You only choose to not see how beautiful they are!
Isn't it nice to know that we can always count on liberals like Obama-Rama to step forth in praise of hypocrisy? ^_^
Note how bravely Obama-Rama praises the tax cheating of Greither and Daschle as "uniting the country". And in a way that is right since the country is now united in laughter at the stupidity of Mr. Obama, the Democrat Party, and the hypocrisy of "progressives" who claim that higher taxes are somehow a positive good and yet somehow cannot bring themselves to pay their own. Sucks to be them. ^_~
And the most outrageous thing he could have done in light of the Super Bowl Bash held by Bail Out Bank of America is to turn around today and say he is demanding a salary cap of $500,000 for top exec. ?
What is going on in his ethical Administration as he calls it how in the name of who ever could anyone be worth $500,000 to any company he doesn't even make that kind of money
Ya Da YA DA here we go again I promise you to do absolutely nothing I promised you I would do to get me in office .After 100 days he has shown the American people he is nothing but a figure head the senate has the power and they are only going to pass pork barrel relief for the rest of the country and give the rich the benefits as usual. The compromise reached between a handful of GOP moderates, the White House and its Senate allies stripped $108 billion in spending from Obama's plan, including cutbacks in projects that likely would give the economy a quick lift, like $40 billion in aid to state governments for education and other programs.Negotiators left in the package $70 billion to address the alternative minimum tax to make sure families wouldn't be socked with unexpected tax increases averaging $2,300 or so. The problem was going to be fixed later in the year anyway, and congressional economists say fixing the AMT problem helps the economy by surprisingly little.Obama himself acknowledged that the bill was far from perfect but said it would be too dangerous to leave it lifeless on the table. So once again Washington has moved another lame duck along the road to shove it down the peoples throat whether we like it or not this country is going to be destitute. With the jobless rate dangerously close to 50% of the country and most states running out of money the fuel and food vs. medicine and utilities are going to get worse for not just the aged but for the rest to the country as well. While our fat cat government goes on vacation again we the people who depend on certain things in life for our very survival cut our pills in half and only eat once a day and often sit in the dark with our heat turned as low as we can possibly stand it and wait and hope that maybe someone will do something.
What this man actually said the American taxpayer is going to have to pay for the stimulus package ? Who does he think is paying for it now?The more this man talks the more he has contradicted everything he said he would do to get into the office to begin with. We the taxpaying people of this country have heard and seen enough of what he calls "big government "to know or we should know that big government is what put us where we are at now .Can he really believe that without getting the work force back on track that no type of stimulus package is going to be effective.
