Bush has been reliably conservative on some issues and unreliable on other issues. It is as I tell my students when they have to answer an Advanced Placement essay prompt: few things in history are all one way or another. The truth usually lies somewhere in the middle. It is a messy truth and applies to the question of how conservative Bush has or hasn't been.
