Laer at Cheat Seeking Missiles is troubled by a shutdown in funds for Uganda's AIDS, tuberculosis, and malaria programs. Apparently, their funds are being cut due to allegations of corruption, while a whole host of other countries with corrupt administrations are still going to receive the money. It's all conjecture at this point, but it does seem like a situation where more information is necessary.
