Joshua Spivak writes about how often the VP pick for a candidate is a DC insider instead of a governor. That would seem to be partly a concomitant effect of so many candidates coming from outside Washington such as this President Bush, Clinton, Reagan, and Carter. Another reason would be that the VP doesn't have many responsibilities except for what the president gives him to do which will, inevitably, involve working with officials in Washington.
